ya the set production charges are for the farmers to give up their title deeds to their farms first

exactly and once you handed over your title deeds you are screwed, you are basically handing over the only proof of ownership

Its all a big con. Get the farmers producing and then take their farm when its productive again.

Have you seen what they're doing with the churches. Same thing as the MDC - splitting them up! Get a few on Mugabe's side, change a few laws and then you've got the governments oppostition fighting among themselves! Mugabe did learn something from the British - divide and conquer!!!
