Reputation commments?

Hey Sorry to be a computer illiterate idiot (never did comp sci at school to busy not being a geek and playing sport!) but what are reputation comments, how and when are they applied? Need your help here Shayne!

Two ways you can view reputation comments. One by clicking on UserCP at the top left on the navbar or by clicking in your information box at the very top of your screen where it says "welcome x, X new posts since your last visit"
