what can me as the owner do if there is a dispute between the builder and the developer and me house is still not finished.

Which country are you in? As I have learnt the laws vary from country to country.

Just seen you are in SA so the law differs but I work with an ex SA lawyer who has just completed his studies to become an English lawyer(!) so I could ask him if that will help?
